UK Work Permit applications can only be made by an employer in the UK who wishes to employ a non-European to work in England, Scotland, Wales and Northern Ireland. A UK Work Permit application should be made for a named person to do a specific job for the employer and cannot be made by recruitment agencies or similar.

The UK Work Permit cannot be transferred to a different job or to work for a different employer and is normally on a full time basis. A company may apply for a UK Work Permit for any professionally skilled candidate who has applied for a position for which no qualified European candidate is available to take up the position. If a prospective employer provides services to clients/agencies under a contract, which may mean the person needs to work at the client's premises an application may be considered.

This does NOT apply if the service provided by the company is solely to supply staff, for example third parties such as recruitment agencies, umbrella companies and so on.
